Our Story

Harbor Development Company is a site work and development company located out of Wilmington, North Carolina. The company was founded in 2015 by its current owners and continues to grow in the eastern North Carolina region. We do our developments, or joint venture developments with partners to deliver build-ready residential pads that we can market to builders. Additionally, we do contract work for other developers, builders, or investors that may need our services.
Our specialty is turnkey site development and utility installation for residential and commercial projects. From zoning, permitting, and engineering to site work and utility installation, we are proud of the fact that all major milestones of any project we do are performed by our own in-house employees. We feel strongly this model sets us apart from most allowing us to better control timelines and costs effectively.
Here at Harbor Development Company, we strive to improve our community by establishing lasting relationships with all our partners and planning our projects with much thought, so we leave a finished project that adds beauty to the area and the surrounding nature.

Sawyers Run

Sawyers Run is a residential housing development that will be completed and ready for vertical construction in early 2025. The development consists of 35 separate lots for single-family new construction housing. This is a turnkey project, and we provided all front-end and back-end due diligence, as well as the site work, utilities, and paving, to deliver build-ready lots to our partner.

Bolivia Heights is a residential community that is currently in progress. We provide a turnkey development package to bring this property from uncleared land to over 80 build-ready single-family lots.

Lewis Howard RV Park

We are excited to start our first RV Park development. This will be a beautiful RV park consisting of 150 RV sites with amenities that will include a pier with wet boat slips, pickle ball courts, a clear water pond and so much more. We are aiming for an end of 2025 completion date on this project.
